於其善作作而不退者，於其善作不退作彼不作之事，故云不作不退離增上慢者，於未得處不生得想。

'Regarding wholesome actions, doing without regressing' means that regarding wholesome actions, one does not regress into doing those things that should not be done; hence it says 'not doing and not regressing.' 'Free from pride of superiority' means not generating the thought of attainment toward what has not yet been attained.
