7.243

及能起彼所有煩惱者，謂分別起全及修惑一分能發惡行者也。善法生未生中，云云何名一切善法謂若彼對治等者，此初句謂總能治，下二句是別能治。

Regarding 'and all the afflictions that are able to arouse them': this refers to the entirety of those arisen from discrimination and a portion of the afflictions of cultivation that can initiate evil actions. In the arisen and unarisen of wholesome dharmas, regarding 'What are called all wholesome dharmas? It refers to if their antidotes, and so forth': this first phrase refers to the general antidote; the following two phrases are the distinct antidotes.
