就下釋中，初解善惡及生未生，後解斷惡修善生欲策勵等。前中，先解惡法生未生，後解善法生及未生。

In the explanation below, first it explains wholesome and evil as well as arisen and unarisen; then it explains abandoning evil, cultivating good, generating desire, exerting effort, and so forth. In the former, it first explains the arisen and unarisen of evil dharmas; then it explains the arisen and unarisen of wholesome dharmas.
