次解生欲策勵等，文分為二：初、解生欲策勵發勤精進；後、解策心持心。前中復二：初、解斷惡生欲等；後、解生善生欲等。前中有二：初、解生欲，云一切一切者，謂一切惡業及一切煩惱，故重云也。又解：一切生及一切和合也。次解策勵發勤精進有其四番。

Next, the explanation of generating desire, exerting effort, and so forth is divided into two parts: first, explaining generating desire, exerting effort, and putting forth energetic striving; second, explaining urging the mind on and steadying the mind. In the former there are again two parts: first, explaining generating desire to abandon evil, and so forth; second, explaining generating desire to give rise to good, and so forth. In the former there are two parts: first, explaining generating desire. The text says “all and every,” which refers to all evil karma and all afflictions; hence it is stated repetitively. Another explanation is: all arisings and all aggregates. Next, the explanation of exerting effort and putting forth energetic striving has four rounds.
