言此中意說至惡不善法故者，此中意說，由精進根力，牽生見道，四正斷中，精進覺支，畢竟斷惡，是故因果前後相即。

Regarding the passage from 'what is meant here' up to 'evil and unwholesome phenomena': what is meant here is that through the faculty and power of vigor, the awakening factor of vigor among the four right abandonments of the path of seeing is induced to arise, which definitively severs evil; therefore, the cause and effect, before and after, are mutually identified.
