言不作律儀者，此無漏道共戒名不作律儀，即由如是聖所愛戒力故，於修道時所有有漏語業、身業、養命事業，皆得名為正語業命。

Regarding 'the restraint of non-doing': this taintless morality concurrent with the path is called the restraint of non-doing. It is precisely due to the power of such morality cherished by the noble ones that at the time of the path of cultivation, all contaminated vocal actions, physical actions, and activities of livelihood are all entitled to be called right speech, action, and livelihood.
