辨立二種中，云無所作者：謂正語、業、命者，以就意思能離邪語、業、命，令無動作，名無所作，更無別體。

In explaining the establishment of the two kinds, the text says: 'Non-action: namely, right speech, action, and livelihood.' In terms of mental volition, being able to abandon wrong speech, action, and livelihood so that there is no active operation is called non-action; there is no separate substance.
