7.303

由是因緣至方始建立者，由修道有出觀時，起正語等，顯於觀中有正語等，故立正語業命。見道無出觀，起正語等，故不立也。又修道長時相續，必須依戒修，於止觀方盡修惑，證後三果，故修道中，方始立戒，由彼見道率爾智生，即斷見惑故不立戒。

Regarding the passage from 'it is due to these causes and conditions' up to 'that they are only then established': because on the path of cultivation there is emergence from contemplation during which right speech and the like arise, showing that within contemplation there is right speech and the like, right speech, action, and livelihood are established. On the path of seeing there is no emergence from contemplation to give rise to right speech and the like; hence they are not established. Furthermore, the path of cultivation is continuous over a long time; one must rely on morality to cultivate calm and insight before the afflictions of cultivation can be exhausted and the subsequent three fruits realized; therefore, morality is only established on the path of cultivation. Because on that path of seeing knowledge arises abruptly and severs the afflictions of seeing, morality is not established.
