言貪欲蓋等諸隨煩惱者，如對法第七言有煩惱皆隨煩惱其根本惑亦隨煩惱，有隨煩惱非煩惱謂二十種等隨惑但隨他生非是根本，今貪欲等有隨他起時故名隨煩惱也。

As for the phrase 'secondary afflictions such as the hindrance of sensual desire': as stated in the seventh chapter of the Abhidharma, all afflictions (kleśa) are secondary afflictions (upakleśa), and the fundamental delusions (mūlakleśa) are also secondary afflictions; there are secondary afflictions that are not [root] afflictions, namely the twenty kinds of secondary afflictions and so forth, which merely arise in succession to others and are not fundamental. Here, sensual desire and the like also at times arise in succession to others; hence they are called secondary afflictions.
