The commentary states: Settled abiding extends across three powers. If contemplation is not yet perfected, it is subsumed under the first two powers; if contemplative practice is perfected, it is subsumed under the power of mindfulness. Because when initially collecting the mind within, for a short while it is subsumed under continuous and clearing expedient means, not that settled abiding has already been attained; this is initially making the contemplative mind of settled abiding, and later through the power of mindfulness, when the contemplation of settled abiding is perfected, only then is it the power of mindfulness. Furthermore, the phrasing 'equally and universally settling' indicates the single state of equipoised abiding and does not take settled abiding; for equally and universally settling amidst coarse, fluctuating phenomena constitutes the first two powers.
