8.130

前中，依基公釋：乃至是故諸行，必定應有剎那生滅以來，明由有小微細生滅故得有大變易生滅，非凝住法得有變異，非見小生滅等而知有大生滅等義。

In the first part, according to Master Ji's explanation: from [the text] up to "Therefore, conditioned formations must certainly have moment-by-moment arising and ceasing," it clarifies that because there is small, subtle arising and ceasing, there can be great alteration of arising and ceasing; a frozen, abiding phenomenon cannot undergo alteration, and it does not mean that by seeing small arising and ceasing one comes to know that there is great arising and ceasing.
