9.30

若諸菩薩自無力能乃至不名能他利益事者，初學菩薩雖少有方便安立有情，亦順自事然乏財法身心無力，由是因緣不名熾盛利他事也。於三乘道速得成熟者，三乘見道方便速令成熟。

Regarding 'If bodhisattvas lack power and capability themselves' down to 'are not called able to benefit others': although beginner bodhisattvas have a little skill in means to establish sentient beings and are in accordance with their own task, they lack wealth and Dharma and are powerless in body and mind; for this reason it is not called the task of benefiting others in a flourishing manner. Regarding 'they quickly achieve maturation in the path of the three vehicles': it quickly brings them to maturation in the skill in means of the path of seeing of the three vehicles.
