義曰：彼約不以正見為緣生惡趣，何妨地前有起惡趣業而生惡趣。測云：下品中不說種姓地者，以後攝前故。

The explanation says: That [verse] is spoken from the perspective of not taking correct view as a condition to be born in the bad destinies; what is to prevent one prior to the stages from initiating bad-destiny karma and being born in the bad destinies? Ce says: The reason the gotra stage is not mentioned in the lower grade is that the latter subsumes the former.
