This text precisely says that ignorance confused about suffering initiates action. Why is this? Unwholesome [action] brings about painful feeling, which is the suffering of suffering; speaking of this suffering of suffering is called the truth of suffering; if conventional [beings] comprehend it, it is called conventional suffering; deluded about this conventional suffering, they create unwholesome karma. Wholesome karma brings about retribution of pleasant and indifferent feelings among humans and devas, which is the essence of the suffering of conditioned existence; based on this suffering of conditioned existence, the truth of suffering is established; only the noble ones comprehend it, and it is called ultimate suffering; not comprehending that pleasure, indifference, and so forth are ultimate suffering, they create meritorious and unshakeable karma. The *Pratītyasamutpāda-sūtra* says: 'Unshared ignorance can initiate all karma,' which encompasses all four truths: unshared ignorance can invariably initiate karma, because a trainee who has seen the footprints never produces the entwinement of longing for future existence to bring about future existence.
