Master Ji says: "Dasyu refers to petty, low, evil, vulgar, and base classes. Mleccha means those who delight in defilement and impurity. According to the 'Leather Khandhaka' of the Dharmaguptaka Vinaya, when Mahākātyāyana was in the country of Avanti, he sent Śroṇa Koṭīkarṇa to inquire after the World-Honoured One at Mount Gṛdhrakūṭa and request five matters. Among them, one was requesting that in borderlands five persons may confer ordination, and the Buddha permitted that in the country of Avanti a group of five persons who uphold the Vinaya could confer full ordination. If there are other regions, it is also permitted: 'other regions' refers to the east, where there is a country named Baimutiao, beyond which it is permitted; to the south, there is a stūpa named Jingshan, beyond which it is permitted; to the west, there is a mountain named Iśirṣi Hermit-Clans Mountain, beyond which it is permitted; to the north, there is a country named Zhufang, beyond which it is permitted. As for Baimutiao, Vinaya Master Daoxuan says: 'During the Liang dynasty, [envoys] came from the northwest to pay court to Liang.' In accord with that Vinaya text,"
