In this way, within the three factors of the Buddha's holy teaching, each broad gate is distinguished by ten gates; hence it is said, 'Regarding the broad meaning of the holy teaching in these three factors, it means ten times ten,' and so on. That is to say, the three factors each have ten meanings and gates of distinction, which is called 'ten times ten.' [Kuiji] says: 'First, because one hears the true Dharma, whatever one cultivates takes nirvāṇa as supreme. What one cultivates and learns in this way can accomplish those stages of liberation and so forth; all of these are accomplishments of wisdom. In the latter two, preceded by hearing the two kinds of Dharma and taking nirvāṇa as supreme, there are ten dharmas operating.'
