In the nineteenth gate, regarding the sentences of numerous verbal expressions, there are two parts: first general, then specific. From "What again are they?" downward is the specific. "Phrases explaining words" are like explaining the title of a treatise, etc. "Phrases of conceptual proliferation" are like versified chants, etc. Phrases that state the topical verses (udāna) at the outset are called phrases explaining meaning. Or conceptual proliferation consists of phrases of conditioned dharmas, because the unconditioned has no name. Or "tilt" (khi), "bend" (u), etc., are also phrases of conceptual proliferation. Encompassing meaning through text is called a phrase encompassing meaning.
