The fourth section is explained based on the procedure for receiving the precepts. "Arranging" refers to laying out the seating area. "Instructing" refers to verbal admonitions. "Demarcating characteristics" refers to binding the boundary (sīmā). "Calming" refers to striking the silence board so that all are silent. "Clarifying" refers to reconciling the saṅgha and interrogating matters. "Rules" refers to answering the matters inquired about. "Establishing" refers to placing the candidate receiving ordination in a place where they can be seen by the eyes but not heard. "Gathering" refers to the assembly coming together. "Determining" refers to inquiring into impediments (antarāyika-dharmas). "Correlating" refers to making the motion (jñapti), inquiring into impediments, and discussing matters carried out in the karmavācanā. "Startling" refers to inquiring into impediments and encouraging the arousal of the supreme resolve, and so forth. "Initial, middle, and final phrases" refers to speaking the three karmas. "Notion of clan" refers to the candidate's clan, such as Brahmin, etc. "Establishing the proposition" refers to requesting to become a monk. "Speaking" refers to teaching and converting others. "Accomplishing" refers to obtaining even the fruit of an arhat through firmly upholding the precepts. "Enjoying" refers to, after receiving the precepts, enjoying the two benefits of material wealth and the Dharma in reliance upon the saṅgha. What Dharma has not yet been attained should be sought; what has been attained should be guarded. One's own faults should be confessed with shame and purified; the faults of others should be reprimanded and pointed out with compassion. In matters of hardship, one should be able to endure all; toward dharmas that give rise to faults, one constantly arouses dread. Casting off evil and drawing in good is called the phrase of discerning.
