論云「菩薩最初發心，於諸菩薩所有正願是初正願，普能攝受其餘正願」，下解發心中，文云「最初發心，能攝一切菩提分法殊勝善根為上首故」等者，此中最初正願發心皆猛利故，能攝餘願心。又此初願心為上首先起，餘願心等皆是此種類，故是初願心攝。

The treatise says: "A bodhisattva's initial arousing of the mind is the first right vow among all the right vows of bodhisattvas, and it is universally able to gather in the remaining right vows." Below, in explaining the arousing of the mind, the text states: "The initial arousing of the mind can gather in all the superior wholesome roots of dharmas conducive to bodhi as their head," etc. Here, because the initial right vow and arousing of the mind are both vehement, they can gather in the other minds of vows. Furthermore, because this initial mind of vows arises first as their head, the other minds of vows and the like are all of this same category; therefore, they are gathered in by the initial mind of vows.
