論解依靜慮通修慈是福，不言施等者，在散心故不說。又顯文唯有，無妨。
Where the treatise explains that relying on dhyāna to universally cultivate loving-kindness is merit, but does not mention generosity and so forth, it is because they are in a distracted state of mind that they are not mentioned. Furthermore, the explicit text merely mentions this, without contradiction.
