11.3

論云「三者、俱生威力」者，諸佛唯成熟方便善，不成熟生得善，生得善唯有漏故，菩薩通有二種。今言俱生威力者，即方便善。先世曾習，今與身俱生故，名俱生威力；非號生得善，名俱生威力。

The treatise says, "Third, innate power." The Buddhas only ripen expedient goodness and do not ripen innate goodness, for innate goodness is exclusively contaminated; bodhisattvas possess both kinds. Now, speaking of innate power: it is expedient goodness. Having been practiced in previous lifetimes, it is now born together with the body; hence it is called innate power. It is not that innate goodness is designated as innate power.
