論云「依於有情利益安樂增上意樂」者，是經第二、護惡因事。謂多於有情而起於惡故，有情是惡因，今以利益安樂增上意樂於彼有情故，名護惡因事，而不起惡也。

Regarding the treatise stating 'based on the higher intention for the benefit and happiness of sentient beings': this is the sūtra's second, matters concerning the causes of guarding against evil. That is to say, because evil is mostly generated toward sentient beings, sentient beings are the cause of evil; now, by having the higher intention for benefit and happiness toward those sentient beings, it is called matters concerning the causes of guarding against evil, and evil is not generated.
