論云「依諸世界」者，當經七十中第四、大法集也。故經云：善知國土如空，而起莊嚴佛土也。知世界空故，修波羅蜜等，莊嚴佛土。大法集生之處，名大法集。十中第七也。

Regarding the treatise stating 'based on all world realms': this corresponds to the fourth among the sūtra's [latter] seven, the great assembly of the Dharma. Hence the sūtra says: 'Well knowing that Buddha lands are like empty space, yet giving rise to the adornment of Buddha lands.' Knowing that world realms are empty, one cultivates the pāramitās and so forth to adorn the Buddha lands. The place where the great Dharma gathers and arises is called the great assembly of the Dharma. This is the seventh among the ten.
