論云「依諸如來語智」者，當經第六、轉法輪也。故彼經言：知佛音聲無聲而聲，隨生起音聲行。起此行故，究竟能轉法輪也。十中第九也。

The treatise says: "Relying on the wisdom of the speech of all Tathāgatas." This corresponds to the sixth in the sūtra, "turning the wheel of the Dharma." Therefore that sūtra says: Knowing that the Buddha's voice is soundless and yet produces sound, one undertakes practices of sound accordingly as they arise. Because one undertakes these practices, one can ultimately turn the wheel of the Dharma. This is the ninth among the ten.
