論云「答：由此建立是佛世尊」下，第二答。答中，隨問即為三答。此即答初問也。此答初問中，初、長行總答最深密記，不說所以；第二、引經正言不說。

The treatise states: "Answer: Because this establishment is... by the Lord Buddha..." below, which is the second part, the answers. In the answers, following the questions, there are three answers. This answers the first question. In answering the first question: first, the prose generally answers the deepest, most esoteric intention regarding the reason it was not taught; second, it cites a sūtra directly stating that it was not taught.
