論云「何故不說」以下，第三、正設三問，令興決釋也。　何故不說者，但問小無所以，餘文可知。

From the treatise's statement "Why is it not taught?" onward, it is the third part, properly raising the three questions to prompt the decisive explanation. Regarding "Why is it not taught?": this merely asks the reason for its absence in the Hīnayāna; the rest of the text is clear.
