The non-conceptual concentration is as in the second fascicle of the Abhidharma[-samuccaya-vyākhyā]. Here there is no text on retrogression; it later arises in the form realm, definitely yielding retribution in the next life. Having previously attained it or not previously attained it is as in the Notes on the Abhidharma[-samuccaya-vyākhyā]. The faculties and natures of those who attain this concentration are not merely of the highest grade, because there are three grades and so forth. Therefore, in the preceding fascicle, under "operating in accordance," it mentions only this northern continent and does not mention non-conception, because of dying prematurely. This stage has nine grades, like the concentration of cessation; this concentration can be separated from the nine grades to experience retribution, but only when relying on all nine grades being exhausted is one born in the Heaven of Non-conception. Question: Seeds of the mind prevent the mind, yet the substance of concentration is neither matter nor mind; seeds of matter prevent matter, yet the substance of precepts is neither mind nor matter. Answer: Seeds of matter prevent matter, and the substance of the seed is matter, so it is not non-matter; seeds of the mind prevent the mind, and the substance of the seed is not mind, so it is called neither mind nor matter. Question: Using matter to prevent matter, the matter seed is still called matter; using mind to prevent mind, the mind seed should not be non-mind-and-matter. Answer: Matter prevented by seeds of matter is subsumed under matter in its seed substance. If so, mind prevented by seeds of mind should be subsumed under mind in its seed substance. Answer: Matter seeds prevent the arising of unwholesome matter, and establishing precepts based on seeds is precisely matter; the seed of the mind of revulsion also prevents the mind, and no distinct mind arises, hence it is neither mind nor matter. Question: Matter seeds are said to prevent wrongdoing, and matter seeds are called the arising of wholesome matter; mind seeds prevent mental cogitation, and the seeds of cogitation again continue to be described as the generation of mind. Answer: The substance of mind fundamentally perceives and cogitates; the seed of cogitation has no objective support, hence it is not mind; intention is described as matter based on what it prevents, and the seed of intention possesses prevention, hence it is subsumed under matter.
