「主宰」者，我也。「無自作用」者，謂自在天，或此法從緣生，無自作用。餘可解。唯法所顯、能潤等，可知。

'Sovereign controller' refers to the self. 'Lacking inherent agency' refers to Īśvara, or that these phenomena arise from conditions and lack inherent agency. The rest can be understood. 'Revealed only by phenomena', 'capable of moistening', and so forth can be understood.
