16.20
「依三處」者，謂增上心一，聞思慧二，修治業地三。三緣不共外道慧，謂次下三故處法是。
"Relying on three bases": this refers to (1) the higher mind, (2) the prajñā of hearing and reflection, and (3) the stage of cultivating karma. The three conditions are prajñā not shared with non-Buddhists, which refers to the dharmas of the three bases following immediately below.
