Regarding "co-arising with vitarka and vicāra, meaning giving rise to speech": this merely shows that vitarka and vicāra can give rise to speech, not that speech must arise from vitarka and vicāra. For example, bodily and vocal karma in the body of a Buddha do not arise from vitarka and vicāra, but arise merely from intention (cetanā). Just as it is said that vitarka and vicāra can give rise to the five consciousnesses, yet the arising of the five consciousnesses does not necessarily depend on vitarka and vicāra; hence the Cheng weishi lun says: "It shows that they mostly arise from them, not that they are associated with them." Question: Vitarka and vicāra induce the five [consciousnesses] in the desire realm, but the five are not induced by both; vitarka and vicāra induce bodily and vocal karma in the desire realm, but there is also desire-realm karma that is not induced by both. Answer: This objection is not parallel. Desire-realm body and speech are necessarily coarse, and their arising must be induced by both; the five consciousnesses of the desire realm include the subtle, and there are arisings that do not depend on being produced [by them]. Or, they are parallel without fault: the five in the desire realm are produced by both, yet there are arisings that do not depend on being induced; desire-realm karma is induced by both, yet there are arisings that do not depend on being produced.
