3.123

唯七名隨眠者，根本說七，隨增義勝故。八十九說：煩惱種子皆名隨眠，由三品別，故唯立七。由未離欲立欲貪、由已離欲立有貪、由俱品故立餘五，以此總攝一切煩惱。隨煩惱唯三者，據勝說故。《對法論》說：一切煩惱皆名隨煩惱，有隨煩惱而非煩惱。隨煩惱生，其義通故。

As for only seven being named latent defilements: the roots are stated as seven because the meaning of latent increase is preeminent. Fascicle 89 says: Defilement seeds are all named latent defilements; due to three grades of distinction, only seven are established. Because of not having departed from desire, desire-greed is established; because of having departed from desire, existence-greed is established; because of belonging to both grades, the remaining five are established; through this, all defilements are comprehensively subsumed. Secondary defilements being only three is stated on the basis of preeminence. The Abhidharma-samuccaya says: All defilements are named secondary defilements, and there are secondary defilements that are not defilements. Since they arise following defilements, the meaning is general.
