4.16

然三罰業，意業最重；五僻見，邪見重；五無間，破僧重。所望別故。今此明業，不望無間，故語業輕，理無過失。

However, among the three karmas of punishment, mental karma is the gravest; among the five perverted views, wrong view is the gravest; among the five acts of immediate retribution, creating a schism in the Saṅgha is the gravest. This is because what is considered varies. Here, in explaining karma, it is not viewed in relation to immediate retribution; therefore vocal karma is lighter, and there is logically no fault.
