6.83

謂國王及祠祀王馬祠祀者，其諸國王恒懷憂懼討怨敵等，能令自他俱任苦故。其祠祀主雖極自在，自殺馬等以為祠祀，能令自他俱苦非福。

This refers to the king and the performer of horse sacrifices: kings constantly harbor anxiety and fear in attacking enemies, causing both self and others to endure suffering. The performer of the sacrifice, though fully independent, slaughters horses and the like to make sacrifices, causing both self and others to suffer without merit.
