Regarding the treatise saying "severance through restraint (saṃvara-prahāṇa)": restraint means guarding against faults, preventing already arisen evil so that it does not increase. It is as stated in the notes on the Abhidharma[samuccaya-vyākhyā]. In the specific explanation, by ten causes and conditions morality and wholesomeness become purified, referring to the ten dharmas compliant with training in the preceding twentieth fascicle: 1. staying away from women; 2. staying away from attachment; 3. staying away from indolence; 4. staying away from the view of self; 5. staying away from relish for morsel food; 6. staying away from love of talk; 7. staying away from the eleven faults; 8. staying away from relish for absorption; 9. staying away from distraction; 10. forbearance. The entity of the four bases of psychic power (ṛddhipāda) is absorption; they are named from their causes, speaking of desire (chanda) and so forth. Again, absorption is the foot of psychic powers, hence called bases of psychic power. Again, absorption is called 'psychic', and these four are the feet of the psychic, with the mental basis of psychic power being the principal mind. The Dharma Master says: or it is absorption. As in the notes on the Abhidharma[samuccaya-vyākhyā].
