論解寂靜中云「謂有種種欲、恚、害等諸惡尋思、貪欲蓋等諸隨煩惱，令心擾動」者，此乃舉過患，方生厭故。言貪欲蓋等諸隨煩惱者，如《對法》第七云：有煩惱皆隨煩惱，其根本惑亦隨煩惱；有隨煩惱非煩惱，謂二十種等隨惑，但隨他生，非是根本。今貪欲等，有隨他起時，故名隨煩惱也。

Where the treatise explains pacification, saying, “namely, there are diverse evil discursive thoughts such as desire, ill will, and cruelty, as well as secondary afflictions such as the hindrance of sensual desire, which perturb the mind,” this adduces their faults so that revulsion will only then arise. Regarding the statement that the hindrance of sensual desire and so forth are secondary afflictions, the seventh [fascicle] of the Abhidharma[-samuccaya-vyākhyā] states: there are afflictions that are entirely secondary afflictions, and fundamental afflictions are also secondary afflictions; there are secondary afflictions that are not [fundamental] afflictions, namely the twenty kinds of secondary afflictions, which arise only secondary to others and are not fundamental. Here, sensual desire and the like sometimes arise secondary to others, and are therefore called secondary afflictions.
