論云「終不故思違越所學，乃至傍生亦不害命」者，此第四、明不犯戒，超十惡過也。

Where the treatise says, "One never intentionally violates what one has trained in, even down to not taking the life of animals": this is the fourth, clarifying that one does not violate the precepts, transcending the faults of the ten unwholesome actions.
