Those whose substance is eternal and capable of producing effects are: the parental earth, water, fire, and wind; the ten kinds among qualities that are generally eternal; together with the category of potency, which is eternal and capable of producing effects. The inference refuting these states: These should also be impermanent in substance; because you admit they can produce effects; like the effects produced. Secondary atoms and onward can all produce effects, because their substances are impermanent. Again, the thesis is as before; because you admit they possess the activity of producing effects; like the effects produced. Or, stating it in general terms: Among the categories, those that can produce effects and are eternal should be impermanent, because they have activity, like the effects produced.
