第一、辨教時、機，於中有二：初辨說教時會；後辨教所被機。辨說教時會者，如來設教，隨機所宜。機有三品不同，教遂三時亦異。

First, distinguishing the period of the teaching and the capacity of the audience. Within this there are two parts: first, distinguishing the period and assembly of the taught teaching; second, distinguishing the capacity of the audience addressed by the teaching. Regarding distinguishing the period and assembly of the taught teaching: The Tathāgata establishes teachings according with what suits the capacity. Capacities differ in three grades, and the teachings consequently differ in three periods.
