The Commentary states: 'Mental factors and so forth' includes their object-aspects, or the neutral [minds] born of heterogeneous ripening among the six consciousnesses. This adduces those induced by karma among the eighth heterogeneous ripening mind, mental factors, and so forth in the six consciousnesses; it does not mean that all classes of dharma-grasping and so forth in minds born of heterogeneous ripening are incapable of perfuming. Only the two types born of heterogeneous ripening minds and so forth produced by karma lack superior function, or these by their very nature are entirely incapable of perfuming, because they lack function.
