The Commentary states: Without regard to whether they are bodhisattvas on the bhūmis or prior to the bhūmis, all are called 'the excellent', and the Buddha speaks of it to all of them. Although those prior to the bhūmis are not yet able to realize and understand it, they can faithfully understand without giving rise to denigration, and aspire to the fruit of the āśrayaparavṛtti of this consciousness; therefore it is also spoken to them. 'I' is the World-Honoured One's self-designation. 'Disclose' should be understood by analogy with the previous explanation regarding either self or dharmas, since it is not said that those prior to the bhūmis are identical to those on the bhūmis. The second fascicle of the Mahāyānasaṃgraha only has the first explanation and lacks the latter explanation, differing slightly from this.
