The Commentary states: The former master rescues his position again. Previously it was only stated generally, without distinguishing the word 'equal'. He considers that this is not so: it does not exclude quantity; being one dharma each is called 'equal'. It merely indicates that the preceding thought is this mind and mental factors, and the subsequent thought is also this mind and mental factors; if it merely expresses that those of the same category can act as conditions, then this contradicts your attachment that consciousnesses of different categories act as equal-and-immediate conditions, since they do not rely on each other. When the eight consciousnesses are compared to one another, each is of a different category; how could they act as conditions for one another?
