The Commentary states: The seventh and eighth consciousnesses are as explained above. The mental consciousness has all of them. The five consciousnesses have only three, because having no discrimination, they lack pride and so forth; pride and the like necessarily arise only through having recollective and calculative discrimination. Furthermore, pride arises through the mode of weighing and measuring, comparing superiority and inferiority; doubt arises through the mode of vacillating discernment; and views arise through the mode of investigation; therefore they do not belong to the five consciousnesses. Thus the five consciousnesses lack these aspects of activity, and so Chapter Seven of the Abhidharma-samuccaya speaks of the mode of weighing and measuring, which refers to the mode of vacillation and so forth.
