The Commentary states: As for what you call 'unobstructed': if that which can refrain from obstructing is called resolve, then all dharmas other than the mind and mental associates are capable of not obstructing, because as dominant conditions (adhipati-pratyaya) for the mind and mental associates, none of them obstruct. If it is that which is unobstructed, then the mind and mental associates are all that which is unobstructed; therefore it says 'the mind, etc.', with 'etc.' including the mental associates—why would it be only a single dharma! If they defend their position by saying: 'It is solely through the superior power of resolve that it gives rise to the mind, etc., so that they are not obstructed.'
