The Commentary states: This generally explains the first line of the verse; it now explains the word "first" and the words "contact" and so forth. The intrinsic nature (svabhāva) and activity (kāritra) of these five omnipresent factors have already been explained at length above in the third fascicle under the eighth consciousness. What was stated in that fascicle—that the meaning of "omnipresent" would be explained later—is now explained here.
