The Commentary states: Because Yogācārabhūmi fascicle 55 states that these two exist conventionally (saṃvṛti-sat), they are imputed to have an intrinsic nature. That defiled portion is similar to delusion and is its outflow (niṣyanda), like faithlessness (aśraddhyā) and so forth: although its reality separately exists, it is still described as a portion of another factor; this reconciles the treatise statement that they are portions of delusion, which is why they are called conventionally existent. The Prakaraṇāryavācā states: 'Dreams take the two dharmas of desire (chanda) and ideation (saṃjñā) as their substantial reality.' That [treatise] speaks in terms of the predominant ones, whereas this [treatise] speaks in terms of those that pervade the mind, because not all dreaming minds possess desire.
