The Commentary states: Because in the five, seventh, and eighth consciousnesses and in the two higher realms, they are entirely or largely absent. Here contact is cited first because its function comes first, as explained previously. Since they are not determinate as defiled or wholesome, and are not omnipresent in all minds, they ought to be specific-object factors.
