答：二解。一解如《疏》。一云：亦許上地種潤。若爾何故不用下潤？答：已折伏現種子無能。

Answer: There are two explanations. One explanation is as in the Commentary. Another says: the bījas of the higher stage are also allowed to moisten. If so, why is the lower not used to moisten? Answer: Having already subdued manifestation, the bījas are powerless.
