6.47

內法異生，若諸放逸及不放逸起福、不動，所有無明，一云有覆，信為依故，故《緣起經》上卷云：「若由欲愛造諸福行，彼信為依，乃造斯行。於生於死起定信故，此愛及取由信攝伏，我於設為有覆無記。」故內法異生求善趣生，雖不能了彼生死苦，是於生死起定信故。

When internal pṛthagjanas, whether heedless or non-heedless, initiate meritorious and immovable [formations], regarding all their ignorance, one explanation says it is defiled neutral, because faith serves as its support. Thus the upper fascicle of the Pratītyasamutpāda-sūtra says: "If, due to desire-craving, one performs meritorious formations, relying on faith one performs these formations. Because one produces firm faith in birth and death, this craving and grasping are subdued and held by faith; I provisionally designate it as defiled neutral." Therefore, when internal pṛthagjanas seek rebirth in wholesome destinies, although they cannot comprehend the suffering of saṃsāra, it is because they have firm faith in saṃsāra.
