答：無文判定，或有說，在十信已去；或十住第四住位；或說四善根位。今為二解：一云，但約策勵不策分二類別，經不定處故；一云，四善根位，多住內門修不放逸故。

Answer: There is no textual passage that decides this. Some say it is from the ten faiths onward; or the fourth dwelling of the ten dwellings; or they say it is the stage of the four roots of goodness. Now two explanations are given: one says that the distinction between the two categories is made solely in terms of exertion and non-exertion, because the sūtras do not specify a fixed stage; the other says it is the stage of the four roots of goodness, because they mostly abide in the internal domain and cultivate non-negligence.
