答：約不愚法，依大乘教中，聲聞乘法作安立觀。諸部小乘多約愚法，依彼小教，故不能作。

Answer: From the perspective of those not ignorant of phenomena, relying on the teachings of the Mahāyāna, they practice the contemplation of the established in the śrāvakayāna teachings. The various Hīnayāna schools mostly concern those ignorant of phenomena and rely on their Hīnayāna teachings, hence they cannot practice it.
